The Uganda Biodiversity Fund (UBF) is an independent institution. ‘a Trust Fund’ established as a mechanism to provide sustainable financing for the conservation of priority biodiversity and ecosystem services in Uganda. The mission of UBF is: “to serve as a catalyst for mobilizing managing and channeling financial resources for biodiversity conservation and sustainable use of natural resources in Uganda for the benefit of current and future generations and the intrinsic value of nature”. UBF has received a Grant from The European Commission represented by the Delegation of the European Union to the Republic of Uganda. for implementing a project titles, Restoring and Conserving degraded fragile ecosystems for improved Community Livelihoods among the Refugee and Host Communities of West Nile Region and the mid-Albertine Rift.
Job Summary: The Monitoring and Evaluation Officer will work in the Programs Department supporting the Projects Manager through providing professional expertise in the development and implementation of systems for monitoring and evaluation of all UBF’s programs and projects. The MEO is responsible for development of M&E tools, data capture and analysis, and information and knowledge sharing. Also responsible for gender mainstreaming, environmental and social safeguards, and reporting. Based at UBF in Kampala but with frequent travel to project sites.
Key Duties and Responsibilities:
Monitoring, Evaluation, and Learning
- Leads in preparation and implementation of project Monitoring, Evaluation and Learning plans and systems, with clear objectives, appropriate Key Performance Indicators, activities, expected outputs, required inputs, etc.
- Supports organisational capacity assessment and develops tools for data capture and analysis.
- Develops tools for data capture and analysis and communicates to staff the kind of data that needs to be collected.
- Develop and periodically share the performance of indicators and targets.
- Monitor compliance to the M&E frameworks and guidelines.
- Collates and analyses organisational data and prepares appropriate reports with recommendations.
- Compiles documentation for learning, accountability, and reporting
- Monitor compliance to the M&E frameworks and guidelines
- Responsible for data quality assessments.
- Documents lessons learnt from implementation of programs and projects and supports annual pause and reflect sessions for the organisation.
- Compiles documentation for learning, accountability, and reporting
- Participates in Program reviews and evaluations.
- Offers technical assistance to sub-grantees to reinforce grants monitoring.
Program Development and Fundraising
- Supports review and updating of UBF’s Grants Funding Program.
- Compiles documentation for fundraising for the different teams as required
- Contributes to development of Concept Notes and Proposals targeted at acquiring funds for biodiversity conservation
- Actively participates in meetings as appropriate to collectively plan and execute programmatic and fundraising activities.
Capacity Building
- Support development of training concepts and TOR in line with M&E framework requirements
- Train staff and partners in M&E
- Conduct post-training evaluation of the impact of the trainings.
- Provide technical support to program in understanding M&E requirements, use of formats, generating baselines, and indicators
- Carry out any other roles as assigned by supervisor.
Qualifications, Skills and Experience:
- The ideal candidate for the Monitoring and Evaluation Officer job must hold a Bachelor’s Degree in either Biodiversity Conservation, Development Studies, or equivalent
- Training in M&E, Data Management, MIS is required
- A minimum of three years of similar work experience in a reputable organization
- Previous experience working with MIS and data management package
- Experience with EU funded projects is desirable
- Skills: Analytical and conceptual; research; report writing; interpersonal; ability to work independently; self-motivated and paying attention to detail; networking and teamwork with ability to steer working groups; knowledge management; ability to establish critical working relationships.
